Chris Fulmer, based in our Raleigh office, is a tech lawyer and business attorney with broad experience in the technology and pharmaceutical industries.  His clientele represents a cross-section of North Carolina’s business community, ranging from multi-national pharmaceutical and technology companies to a rural grocery store and a small-town distillery.  Chris helps companies buy and sell assets ranging from individual product lines to entire businesses, obtain investments, conduct clinical trials, and comply with an expanding body of regulations governing privacy and the internet.

Prior to joining Morningstar Law Group, Chris served as the associate general counsel to a multinational contract research organization where he negotiated hundreds of commercial transactions, supported investments in numerous early-stage companies, and managed a sale of the company to two large private equity firms.


What’s the best piece of advice you have ever received?
The first inventor created cooking by joining fire with food. Genius is frequently just combining familiar things in new ways.

  • Represents pharmaceutical companies with product acquisitions, licensing, distribution arrangements and negotiations with pharmacy benefit managers
  • Counsels buyers and sellers in corporate acquisitions across multiple industries, including technology, life sciences and services industries
  • Oversee the negotiation of clinical trial agreements and other contracts related to Phase I to Phase IV clinical studies
  • Assist technology providers in complying with US and foreign privacy law
  • Negotiate Software-as-a-Service agreements with a variety of Fortune 500 companies
